I've tryed to weld all all of the vertexes together but the model still won't smooth.
I'm using 3DS Max 2010.
This is gonna sound stupid but...Do a meshsmooth, set everything to 0, then convert to editable mesh.
Wouldn't that just add more polys? And it's already a editable mesh.

Try setting the verts to 0.01 instead of 0.1 Then turbosmooth it located in the modifiers list. Can I ask what you plan to do with this model?
It worked thanks, and the model is someones personal skin i was fixing.
The frack would you use turbosmooth for? Unless you plan to have a polygon parade.
I don't know what it did but after i meshsmoothed it with a setting of 0 and used smoothing groups it worked fine.

What worked?
Applying a meshsmooth with all settings on 0 allowed me to apply smmothing groups. I don't know how it worked but it did.
