Need Help Decrypting Old PS1 Model/Animation Formats

I was looking to see if I could force the old game [I]"Toy Story 2: Buzz Lightyear to the Rescue"[/I] to use higher resolution models but I found that the format was like nothing I've seen.
Hopefully someone can help me understand the files and potentially convert them to an editable format.

I don't know about the model format but sometimes older game engines will have issue with using high quality models (due to hardcoded RAM and GPU limiters) so there's a chance that if you put HQ models in not everything will render/render correctly.

That's fine, I'd still like to be able to look at the models closer at the very least.
