If i were going to re-skin someones ragdoll or NPC or SWep or whatever, would I need to ask permission?
If you are only reskinning it for personal use and for ONLY personal use its okay.
As soon as you redestribute others work you should ask them for permission.
And if you let enough time between you contacting them (or being utterly unable to find them) it's relatively acceptable to do so as long as you give the original person credit.
