Using 3dsmax or blender to model for gmod on the forums i see quite alot of people using 3dsmax but on youtube alot of people using blender
Blender is free in all cases, has a nicer exporter, is better for flexes, has more tutorials and documentation, and I believe it to be better in most cases (aside from Max's nice skinwrap modifier)
There's also student versions of 3DS Max that you could use for free.
The program you use is personal preference primarily. If you just plan on fiddling with it for fun then try either one and see if you like it. Blender is free and 3ds max has a free version that works perfectly fine. If you plan on going pro then 3ds max is generally preferred in the industry.
