Get photoshop. or paint.net or GiMP. then go from there.
make sure you download a VTF opener for whatever one you get, i use paint.net

1st: Open body.vtf using vtfedit and export to some shitty file extension (.PNG)
2nd: go to GIMP
3rd: RESKIN THE FUCK OUT OF THOSE GUYS!
4th: ???
5th: Profit!
6th: Enjoy your new SWAT
