I'm suspecting this has something to do with Clamp S and Clamp T, because they won't unflag in my VTF box in photoshop.

Nevermind, mods please close this thread.
It WAS a issue with the clamps, which was fixed by opening ANOTHER vtf file that didn't have those checked.
Was probably a issue with the coding in the VTF saver.
