Then tell your friend to either download it themselves by subscribing to it on the workshop page you provided (if they legitimately have the game on Steam) or to buy the game.

Yes I too go on trips where I meet friends that have gmod but don't use the workshop despite wanting content on it and want to share things with them but cannot legitimately access gmod on a steam client because reasons.
