Basically, it's the [url=http://images2.wikia.nocookie.net/half-life/en/images/e/e5/StrippedCombineSoldier.jpg]stripped soldier[/url] in the [url=http://www.hlfallout.net/images/content/characters/full/rebel_full.jpg]Rebel[/url] hat, shirt, and vest. If you can, real simple finger (aka index, thumb, and then the rest bunched together) and face posability would be awesome, and hexing would be preferred, since it's eventually going to be for a game mode.
