Does anyone know what engine it runs on and if there are tools available to mod that engine ? Thought I'd ask here seeing the previous arkham games have also been ripped but I can't seem to find any info on the engine or model editors/extractors for them.
It runs on a modified build of the Unreal 3 engine from what I was able to find, so uModel might work just fine for model extraction. Though, you might want to give people some time to actually play the game before they get started on model extraction.

Well, like I said before, uModel might work just fine for extracting the models and textures.
Umodel hasnt worked for me, may be bacause the game is currently being protected by denuvo drm Which is also making it unplayable for a bunch of people
I'm pretty sure that's not the case, but that's just my thoughts on the matter. From what experience I have with uModel and what documentation I've read on it, if the actual files that contain the model and texture data can't be opened, then it's more likely that the version of the engine that the game runs on just isn't supported by uModel at this time, in which case there's not much that can be done beyond waiting for Gildor to update uModel with support for the game.

If anything, the only issue would be related to the encryption of the files themselves that contain the model and texture data, which is a separate thing from the encryption of the executable to my understanding. If the encryption for the files needs to be worked out, that would again just require waiting for support to be added for the game's files in order to open, view, and/or extract from them.
Well, if the game has encrypted executable on steam... that's bad... since there will be no support for it on umodel, unless someone gets the decryption key, or unless the devs release non encrypted version...

Eventually a cracked version of the game's exe will reach gildor so he can weave his umodel magic. Till then enjoy the game.
Even if gildor never gets a cracked exe, the umodel is working on the decompress tools. This will allow extraction from the decompressed archives. These decompressed files can be reversed like any other game. I know, in fact, that someone is very close and will complete reversing the model format soon if gildor does not update umodel in the near future. It's not as convenient as using a fully functional umodel, but the models will not be lost to us in either case.

Harley? I think there are already a few different model of her floating around. Heck I think people would want the Arkham Knight, Red Hood, and the new Batman from this before anything.

Really hoping someone does a raw psk dump of most of the characters and weapons here on Facepunch, there's a thread on a XNALara site with the models but the archives are locked.
