Gta Sa Model Ported to a CSS Skin

Be ported into Garrys Mod to replace either of these 3 things

Metro Police..
Css Artic Character
Css Leet Player

I was wondering if anyone could take this Gta Sa model and port it into gmod to be used on a css skin or perhaps a half life 2 model to replace it for use as a player model etc.
