A few people wanted me to expand on the whole City 8 thing, so here you go.
Big thanks to Purvisdavid for doing the hack and compiling, as well as little critiques for the skin.

You'd have to hit up someone who can compile, I tried using a Hex Editor last night and HLMV kept crashing.

I might add Civie and Breen animations, no luck on faceposing him, since his face is different to breens.
