1. It's "$no_draw" "1". Typing it as "$nodraw" "1" without the underscore will result in the .VMT misreading the command and doing nothing.
2. The .VMT for the sleeves tends to vary based on the skin in use. It's not that hard to look through the files of the skin you downloaded in order to find it.
