Is there a way so that my friend is able to use this model in Blender? My other friend with 3ds max is able to open it but he is far too busy. Goes by the name of Sparkwire.

Far too busy to what? To use the model? Exporting it as .fbx should do the trick, never had problems with 3DSMax FBX export and getting it in Blender.

He is Sparkwire, if you know him in the TF2 community he is a busy friend. Anywho is someone able to make a file export it or whatever so that my other friend can use it for Blender.
If he's too busy to open a program and click export then he must be doing some really important shit.
