Hey what programs modify and create vmt files instead of having to use a Hex editor?

No, there was a program i used to have that allowed me to select attributes for the vmt like lighting settings, and other stuff but I've lost that program and I need it for mass VMT Creation.
Doesn't VTFEdit have a VMT editor? I wouldn't know, Notepad++ is all I need.
