Instead of making 5,000 threads about the same thing can't you just use 1% of your brain power and type "rain" in fpsbanana or "valve hammer rain" in youtube, there's hundreds of guides that already teach this.

0, but it looks like shit. If you want to make some sexy rain, try learning the particle editor. You'll be 100x more happy with how it looks.
To make rain, simply make a brush that completely covers the area you want to rain. Go to your texture browser and use the "trigger" texture. Apply the texture to the brush, now press CTRL + T and type in func_precipitation. Set the amount somewhere from 0-100% (Density) apply, and your done!
If that is still not enough rain simply SHIFT and DRAG the trigger brush on top of the first one, again setting how dense .etc
