I have just finished my Wallpaper Texture pack which contains 82 different wallpaper textures.
This took me while to get right, because I had to find certain programs to help me out so it wouldn't take as long.

The programs I used to get these textures right are:

[*]Image Converter Plus. (Resizing Multiple Images at once)
[*]VTFEdit. (Creating the VTF's)
[*]Simple VMT Creator. (Creating VMT's fast and efficently)
[*]File Renamer Basic. (Changing the names of multiple files)

If you don't know where to put the folder then put it in "C:\Program Files\Steam\SteamApps\Half Life 2 (any game really)\materials

He's referring to the wooden frames usually around the bottom or top of wallpaper.
He could just not be lazy though, and cut the brush into 2 and use a trim texture on the small part.
