That is a sign of broken cubemaps, or more accurately cubemaps that were generated in a way that is incompatible with SFM.
the short answer to fix is disabling SFM's cubemaps via '[I]mat_specular 0[/I]' in the console, actually fixing them requires a bit of work. Here's some [URL="http://internethatemachinae.wordpress.com/2014/10/18/the-making-of-synthesis-environments/"]further reading[/URL].

I was wrong, when i apply the change the effect goes on the model im using....soo bad...
Yes, [I]mat_bumpmap 0[/I] will ruin the visual quality of just about any model.
Recompile the map using SFM's SDK tools, SFM's version of the engine can be a prissy little princess about very minor format differences.
