I'm having a problem with my map. The floor is blue.

Cubemaps.
Put them near the surfaces that are tinted.
(your skybox seems to have a default cubemap, and those surfaces have strong specular reflections. You didn't build your own, so its reflecting the skybox everywhere.)
Ok, I added cubemaps inside, but.. I have cubemaps outside that are tied to the road texture. Why would they be blue?
What does 'default cubemap' mean? (or how do I make it not default?)

From my understanding, once you place the Cubemaps, in order to have them work you must compile the map. Then, while in the map in-game, open the console and type "buildcubemaps." A series of images will flash by briefly. It will save the effects to the .bsp.
If you placed cube maps you should have one near every different light change and if you have rooms 1 in a room should be fine, put them 64 units above the ground.
A default cube map is basically when there is no cube maps on the map and any specular texture will just reflect the sky box. Make it not default by adding cube maps.
