I have made a map with a big roof onto like a celing,(The whole map is a room) the problem is i can't seem to find a good lighting effect that makes the whole map lit up.

If you have a skybox and a light env, how are you lighting the room? Because the light_env doesn't light from the entity, but from the skybox. If the skybox cannot see inside a room, there will be no light.
Full bright is ugly as shit. There are no shadows, everything is lit up but it looks like shit.
Take a picture in game of the problem, and one in hammer.
despite it being F-ugly you could place light entities lower down (about half way) and maybe that will light the floor.

I'd assume you'll want to extend the maximum distance and inner/outer lighting angle.

Looks to me like you're placing point_spotlights, but no light entities, so you've got the beam of light casted, but it's not actually lighting the space, you need either a light_spot, or light entity, like you have in the centre of your... thing.
And what's wrong your skybox? it looks like you've stretched an actual skybox texture over a brush...

First of all Its a very early development of map, please don't criticise also I am new to hammer as well.

It actually is, you really expect someone thats completely new to hammer, whip up a map like RP_EvoCity2 or gm_bigcity.

gm_bigcity was very un detailed.
It isn't an excuse. It just takes time and patience. Most people who are new to hammer are lazy and just throw things together carelessly.

It is when it's a thread asking for help, not for criticism on the map.
Have you tried to use the different falloff types; "Quadratic" "Linear" and "Constant"?

You want to blend linear and constant, more linear than constant, 75/25ish ratio. Play around with it. Also, broaden the spotlights or use regular lights.
P.s.
The point_spotlights could be toned down, or removed. They only look good/ realistic in a foggy/ dusty environment. even then it's iffy. Ive seen streetlights not have any "cone" come from them in pea-soup fog in the early morning. Just my 2 cents.

Under detailed does not matter... Its a fun map to drive around, Find secrets around it and have NPC wars...
To me a map has to be A) Fun or B) Detailed
Time and patience was the main point.
