BigWig is the creator of gm_bigcity, if I am not mistaken I want the vmf. How do I contact that guy? Ne never adds me on steam

It hits a whole bunch of limits as it is and by decompiling you'll cause any optimisation he did to be lost making it run like ass. I know its tough but you really are better off trying to make it from scratch.
