In keeping with this tradition, the City will continue to combine 21st century technology with the same small town feel that will make Burbank an ideal place to live, work and play for years to come.
Photogrammetry
1 Terrain, Elevation, and Buildings
Photogrammetry is the science of making measurements from photographs, especially for recovering the exact positions of surface points. Partnering with PictorVision and Esri this can be obtained. I have contacts, one family, and one professionally in both companies.
2 Textures of Buildings and etc.
Photogrammetry alone cannot accurately capture outside walls and hidden places. Using 4K photography equipment combined with the Photogrammetry software can achieve this with excellence.
3 Interior Textures and Designs
This is where the community gets involved. Stores like Fry’s Electronics will need shelves and and counters to facilitate and accurate representation.
4 Use
Since I am posting this on Facepunch, the fun use of the result will be it being a roleplay map, preferably named rp_burbank_v# for recognize-ability and future updates. Important uses can actually help in solving crimes, and planning future construction projects.

FYI, Source has a max size limit of just a half-mile squared. You'd only be able to replicate a few blocks of Burbank before hitting that, especially with to-scale wide roads and buildings. Interiors and detail will also send you hurtling up to the brush limits, which only allow for very archaic detail. I'm working on a similar project and it's a logistics nightmare. I would recommend that you try a professional modeling/architectural engine with those capabilities, like UE4 or Max.
Burbank is about 17.4 square miles. Perhaps creating and texturing the map on a professional mapping software that will be convertible to Source Engine 2 in the future would be a more viable option. More information will be released when I contact my contacts.
If you use maya you can import the geometry into source 2 as well as export it into several other different engines.
Keep in mind you'll need to split up the meshes to have any kind of decent performance.

Source is DEFINITELY NOT IDEAL FOR THIS SORT OF PROJECT AT ALL.
Not only is the size small, but you'll be constantly crashing into all sorts of engine limitations. Such as models not being able to support normalmaps and baked lighting at the same time. You can't even use vertex colors.
Is it possible you can just write out in the thread what you're talking about instead of the image? Im using the FP Awfully Dark theme, and well... i can't read a thing you're saying

Can't help but notice a distinct lack of money being mentioned here.
Even if this was possible in the current version of Source, you can't expect somebody to produce professional quality work for somebody else's pet-project for free.
While I'm mostly talking about any potential mappers, this goes for the companies you mentioned in your post, they aren't going to go to the effort of taking thousands of photographs for you just because you ask nicely and know somebody who works there.
I'm kinda interested to know what aspects of the project you are going to be responsible for, besides liaising with your contacts at the two companies.

I agree, a project this large will cost no matter the circumstances, further more, surly it's not slightly possible in this version of source?

It is not. I also think the motto "Embracing the future and honoring the past" is sort of ironic given that the OP proposes using an ancient, outdated engine.
Not to mention that outside of his personal use, I can hardly see players 'honoring the past' if this were to ever be made accessible to regular servers. It would be a mockery.

It would cost a lot unless they made it, hardly any one maps for free.

The OP does, clearly.
I don't know much about it outside of the name, which I'm pretty sure I've seen pop up a couple times in the distant past. Nothing outside of what the OP provided though.
The city itself is a really obscure choice though in the same vein of making a map based on Buffalo, NY or Palo Alto, CA. In any event, if this is supposed to be some sort of diorama or installation it would make more sense and would need to be paid work.
There's not going to be much 'honoring' of anything going on if it shows up in a DarkRP or TTT server.

Reason: I'm trying to create an in-depth map for RP servers and the "largeness" of Burbank exceeds the limitations of HAMMER so I will be left to finding other towns to model after with the following: Municipal Police Station, decent size city hall, residential buildings, and etc. Lots of grass, custom grass textures, 3D.

Shame, you didn't even tell us if you were gonna actually do anything or if you were the idea guy.
New York is big and I'm recreating that, how ever you need to understand, people don't expect you to recreate the whole city, intergrate the key features in a map with in hammers limits, take that guy who wanted Los Santos remade, actually no don't, but people meantion how my map gives the, the New York feel, look at the architecture and see what you can work with.
Rome wernt built in a day, in fact I don't know how long it took them to make Rome but still you get the point.
Besides Vatican City is way cooler.
