Could i make it so that if a hydrant is damaged enough. A water particle effect in the air for like 8 seconds.

Make an invisible, not solid brush around the hydrant, make it a func_breakable, give it the amount of health you desire.
Put on outputs: onbreak (water spray entity/sprite) triggler/enable/toggle/play.
