Your map looks nice. However as you mentioned, you built this for a specific community and stated that it will not work properly unless they join your server.
Most people are not going to want whatever things are on your server aside from what the map requires. Why would you choose to use the workshop at all if you aren't going to upload all of the required content?
Plus, if it's only things like textures or models missing, it wouldn't be hard for someone with the know-how to just collect everything that's missing and publish it somewhere.
Nice map - I had some good times on Harbor RP servers. Nice to see that work still goes into it.
