Best way to use a constant file ?

I wonder how can i get my variable stored as local in my constants.lua file to be accessible in an other file ?
should i use require ?

Thanks guys, la_brig that's what i did first but i read somewhere people getting fed up because people are using too much global variables in their addons...

Its more the fact that people have random globals floating around, not in a table or anything.
