What's with the sudden appearance of €4 skins on the Item Store?

It used to be skins ranging between €0.85 and €1.70 with special skins being higher in price (i.e. Christmas stuff and Charitable Rust stuff). Now it feels like one super expensive skin a week is becoming the norm. How so?
