Would add to the complexity of the bases if we could place - for example stairs - locked to a quarter of a block instead of the whole block. If we can have half blocks vertically, why couldn't we have them horizontally. Maybe even walls, but that could be way too OP.

I think the building system as it is now is great, half walls allow some interesting base designs, along with the snap foundations, which help with building on unlevel ground, for sure. Quarter-sized walls MIGHT complicate things a whole lot more, but could see them useful in certain situations.
I personally want some straight stairs. Current stairs are annoying. Should be able to place the straight foundation stairs inside your base, or at least have a set that can be placed there. It's kind of annoying to have to crouch through stairs to get up, if you're not using the L-shaped set.
