I have changed computers twice due to faulty hard drives. I had no issues playing Gmod on either before getting this one. I noticed that only my larger games like Gmod, Payday 2, and Warface were not running while smaller ones like HL2 were. I will provide specs if needed, but they are similar to what I had before. I have already tried reinstalling Steam and the games in question. I have restarted my computer more times than I can count. I verified the integrity of game files. I don't know what else to do that doesn't require me to buy stuff for my computer (or buy an actual new computer).
