Bwhitelist jobs can whitelist?

Hi! Ive been trying to make so a certain job can whitelist to certain ranks. For example making a trainer be able to whitelist only to rank 1.

And a special rank. So for example Moderator can whitelist to certain jobs but not all.
Do someone know the answer? Thank you for your time!
