What you can do on a level 1 workbench you cannot do on a level 2 workbench? It is far more advanced, it should work.
In my case, in a tight base, I replaced the L1 with a L2, and found out later that I cannot craft gunpowder near a L2. It requires needs an L1. This intentional?
you can craft gunpowder at any workbench tier (1-3).
Anything you can do on a lower tier - you can always do on a higher tier. (i.e. anything you can craft on t1 - you can also craft on t2).
Higher tier only unlocks new recipes, it does not "block" any previous/lower tier ones...
(I haven't even had a t1 for the past 2 weeks)
Just in case the obvious got missed: you said you discovered this in a tight base. You do need to pretty much be in front of the WB. If anything is blocking you from it, you may not get to use it.
E.g. in my current base the WB is under ladder hatch, if I'm on the ladder hatch in this set up, WB doesn't show up, I have to step to one side for the WB to work.
Next time you test this, make sure you can see the Workbench indication on the right side of your screen.
