Lasts way too long and it stays in place. I don't have any mod that enables something like this, What is going on?

I can 100% comfirm it's not though, I've looked through all the mods I have subscribed and none of the few effect mods I DO have getting disabled don't help one bit.
Start up your game with -noaddons -noworkshop in your startup parameters.
Okay so it's perfectly normal when all my addons are off but I can't find the addon causing this glitch.
