Now, China is little more than a collection of rump states led by squabbling generals and populists, who would rather spill the blood of their own countrymen than come to a decision about anything. [b]Japan[/b] Despite being the regional power, the 1926 financial collapse led to immense infighting in the Japanese government. In 1929, a failed coup against the Emperor took place, and now generals who once swore loyalty to one side or another instead swear loyalty to themselves. The second Sengoku Jidai has begun. [b]Indochina[/b] France, the chain around the neck of so many, has abandoned her attempts to keep control in the region. Now, opportunistic leaders from all walks of life rush to carve out their own hermit kingdoms and states, and are ready to turn the relatively stable area into a warzone. [b]Philippines[/b] America has abandoned the idea of having a strong presence in the Pacific, and has left the Philippines to their own devices. Those that were loyal remained in the emperor’s court, while many moved on to join a multitude of different movements. In Hokkaido, the Ezo republic declares independence, as the more liberal republicans of Japan push for total equality of both classes and races in northern Japan. In Honshu, the situation is far different. In the north, the People’s Republic of Japan under Kyuichi Tokuda leads an ongoing border struggle with the leftovers of the Empire. Meanwhile, the Imperial Vanguard, headed by Prince Kan’in Kotohito, prepares to deliver a lethal blow and retake the empire for himself. To the south, a pseudo-republic is formed, with Wakatsuki Reijiro as its leader, hoping to rid Japan of its monarchist roots and turn towards a western-styled form of governance. In Kyushu and Shikoku, Japan is more splintered than ever before. Two armies, declaring themselves the Kochi and Hyogo Armies, led by Hideki Tojo and Nobuyoshi Muto respectively, vye for power. Meanwhile, the Shimazu Worker’s Party seeks to overthrow the “pretender” People’s Republic, and the Kawaguchi Domain readies itself to re-install the Shogun. Japan, once united less than a century ago, has collapsed into war yet again. [b]Northeast China[/b] After the flight of the Japanese from Korea, prince Yi Kang declares himself the Emperor of Korea, finally reinstating the Joseon name to the peninsula. All is not well, however, as Japanese occupation for nearly 2 generations has fractured the people of Korea significantly. Communists, republicans and general upset rabble threaten to tear the nation apart, and Yi Kang’s iron fist is little different than that of the Japanese. To the north, the Kingdom of Manchuria hobbles awkwardly onto the world stage. As few are able to influence its existence, Manchuria declares itself independent, and under the guidance of Puyi, the Aisin Gioro clan rules its own lands once again. Mongolia, once the great boot upon the necks of Europe and Asia, remains a somewhat backwater polity in Asian politics. Having seized Inner Mongolia in the Great Chaos of 1926, its population nearly doubled. With the influence of Russia’s revolution, Balingiin Tserendorj rules Mongolia as a “Red Khan”. His rule is harsh, but that is something the Mongols have known for centuries. The Republic of China, Chiang Kai-Shek’s holdout in Beijing, struggles to survive. The armies under his command, day by day, move away and take land for themselves. Grumbling in parliament turns into shouting matches, and quickly devolves into fistfights. Kai-Shek fears for his own life, and rumors fly that he plans to flee to Britain and abandon the dream of a Republican China altogether. [b]Central/Western China[/b] China was once a glorious empire that acted as an anchor for all trade moving east to west, and was considered a gold standard for education, infrastructure, governance and economics. Now, it is a shell of its former self, and armies squabble for control over any scrap of land they come across. In the northwest, the Uighurs wrest control of their homeland from the China, and are finally, truly independent. This does not bode well for the Uighurs, however, as Hoja-Niyaz keeps a firm thumb on all that dare oppose him, and those that kneel to him as well. Tibet, though never truly under the control of China proper, and never truly independent, has solidified itself as a political entity. Thubten Gyatso, or the 13th Dalai Lama, is the sole ruler of Tibet, whose borders are similar to that of the empire at its greatest extent. Meanwhile, towards the core of China, Ma Bufang and his enormous family prepare to carve out their own little nation within the province of Qinghai. To their north and west, the various steppe peoples of Uighurstan and Mongolia harass Ma border troops, but the nation otherwise faces only one threat, that which lies to the east. The Shangqing Tianguo, under Zhang Tianran, prepares to “purify” China. Using a unified form of monotheistic and spiritual religions throughout Asia, Tianran readies his armies to go on a holy crusade throughout China, not too dissimilar to Hong Qiuquan’s Taiping kingdom. [b]Southern/Eastern China[/b] The Republic of Dali, a successor to the medieval kingdom of the same name, is ruled by a collection of Hui Imams and militaristic warlords. Life is not easy in this backwater state, as the government is more than willing to stoop to massed slaughter to keep the population in check. This way of rule cannot last long. The Western, Eastern and Southern armies, essentially glorified bandit hordes, pretend to be legitimate within China. Their allegiances sway with the wind, and their troops will regularly commit horrid atrocities just to survive the day to day. A well played hand could easily knock the officers down, and reap the benefits of tens of thousands of troops. The National Republic of China, a breakaway of Kai Shek’s Republic, led by Lin Sen, hopes to be considered the legitimate Republican entity in China. However, the people will not listen, and the influence of a particularly troublesome southerner may spark the seeds of massed rebellion. Mao Zedong, the head of the Communist Party of China, acts as the controller of the People’s Republic of China. Though his armies are large and his people well fed, he lacks the sheer numbers that Wang Jiaxiang does in the southern Democratic People’s Republic of China. With the Communist Party split in two, Mao’s little experiment teeters on extinction. In Guizhou, a warlord by the name of Chen Jiongming prepares to lead a rebellion against all of China, and institute a new age of republican rule. However, most of these words fall on deaf ears, as Jiongming instead marches his armies about desperately trying to quash popular rebellions within his fracturing territory. The Southern Republic of China, led by former general Sun Chuanfang, attempts to wrestle control from the National Republic and the Republic. Yet again, this member of the splintered Kuomintang has high hopes that do little more than help him sleep easy at night, considering the enormous hatred for the Kuomintang in his territory. Macau, once a territory of Portugal, is now entirely independent. Free from the nationalist Estado Novo party of Portugal, Artur Barbosa leads a left-wing, liberal republic with the focus of democracy and human rights. His rule is contested for two main reasons. One, his army is made up largely of Portuguese expats, and two, he is a foreigner attempting to rule over Chinese. The former British colony of Hong Kong is led by a multitude of Chinese, British and American gangsters who hold out in the rapidly growing slums of the would-be “city state”. Few dare cross into the city, however, as the gang wars would halt, and the people of the city would fight tooth and nail to remain as some form of “independent” polity. [b]Indochina/Philippines[/b] Vietnam, once the crown jewel of France’s occupation of Indochina, is split in two. To the north, Bảo Đại is now the defacto and truly independent emperor of Vietnam, who is locked in a deadly struggle with Lê Văn Trung, a holy man who claims to have received a grand visage from Cao Đài. Meanwhile, Cambodia and Laos try as hard as they can to remain stable and independent. Communists threaten the governments of both sides, while republicans attempt to overthrow Norodom Sihanouk in Cambodia. Thailand, relatively unscathed by colonialism, is now one of the few polities in southern Asia that has remained stable. King Rama VII, having played the role of a calm and obedient subject to both Britain and France, is now ready to take claimed territories in Malaysia, Cambodia and Laos. And there are few who can stand in his way. Malaysia, an entity essentially created from scratch after the exit of the British, sits on a knife edge. Despite Europe’s ability to intervene in Asia growing thinner by the day, trade from east to west must pass through the crucial Molucca straits. Should the fledgeling republic slip up, they could reignite the possibility of European intervention. Finally, in the Philippines, the Republic holds on for dear life. Even with surplus weaponry and the dwindling financial aid from the United States, Manuel Quezon leads a desperate defense against communists, fascists, gangsters and muslim separatists. At least 12 people are killed, hundreds wounded and three blocks of the city center are torched - Canadian prime minister Richard Bennett slips and falls on a patch of ice, breaking two ribs and shattering his shoulder. Feeling that he is unable to do his duties, he surrenders the position, igniting an emergency snap election. William Mackenzie King is elected PM of Canada the following month - Soviet Premier Vyacheslav Molotov meets with German prime minister Heinrich Brüning to discuss possible alleviations of German debt repayments. The talks eventually fall through, but relations between Germany and the USSR are strengthened - The number of farms in the Soviet Union begins to drop as bad harvests wrack the nation. Thousands begin to starve in cities like Kiev and Moscow, and the Soviet government scrambles to ask for foreign aid to assist in the famine. Few listen [/quote] [quote] [b]Regional Events[/b] - President of the Republic of China, Chiang Kai-Shek, flees Beijing with his family on a seaplane to Vladivostok, where he then takes a boat to Los Angeles. Without a staying hand to keep the nation in check, the Republic of China falls to pieces. Known as the “Union Army”, a number of pro-democratic officers rise up and take territory in the southeast, and make a beeline towards Beijing - Lin Sen, one of Kai-Shek’s rivals, is murdered in his sleep in February. Fingers are pointed, and gunshots are heard within the makeshift parliament. The Free Army of China, similar to the Union Army, begins making headway into the south of the National Republic. Meanwhile, the Eastern Army seeks to cut out more land for themselves as their soldiers grow tired. Finally, Mao Zedong takes this opportunity to seize land in the name of the People’s Republic, where he is largely unopposed - Known as the Freedom Movement, a huge rebellion takes place in the Republic of South China. However, unlike the rebellions to the north, the “People’s War of Freedom” is largely disorganized rabble. The seizure of most of Taiwan, however, has blocked significant amounts of oceanic trade, and the Republic of South China feels the heat - In the far corners of the steppe, an anti-communist rebellion takes place. The Mongol military tries desperately to quash the would-be republicans, but find it difficult to move troops through the flat, yet rugged, terrain[/quote][/quote] [quote] [img]https://i.imgur.com/VUVCerM.png[/img] - After short deliberation in the makeshift parliament building in Hiroshima, the Kawaguchi Domain’s armies move hastily to the southwest to take territory from Hideki Tojo’s Kochi Army. The battles are short, swift and brutal, with the Kawaguchi armies having the advantage of surprise, as well as the Kochi army being unable to send troops through the narrow straight - The Kawaguchi military is reorganized into small, workable divisions rather than the massed troop concentrations of the Empire. This allows for more micromanagement, and a far more flexible land army as a whole - Taxes are levied on the rich within Hiroshima in order to support the war effort. There is significant grumbling from the upper classes, but the various Zaibatsus in Japan risk extinction at the hands of militarists - With what little planes are available, the Kawaguchi Army Air Force carries out airstrikes on Kochi positions in Matsuyama, hoping to stall any reinforcements from the southern island of Shikoku - A draft for men aged 16-25 is put in place. Conscripts will serve for 2 years, and are given the opportunity to remain as volunteers, where they will serve a further 5 years. This puts a significant dent in the nation’s economic capabilities, but the threat of two warlike neighbors must be taken into account - Local elections are halted as Kiyotake Kawaguchi declares a state of emergency “until further notice”. This seriously upsets many in the local populace, and some protests take place, but few are ready to take any immediate action so far - Women are allowed to hold positions within the Kawaguchi Domain’s government, which sends a shock throughout the small territory. Unsurprisingly, however, most of the women that arrive are brought on due to nepotism or favors, as elections are currently on hold [img]https://i.imgur.com/dOXDVfO.png[/img] - In an attempt to curry favor with European powers, the Imperial Vanguard opens up trade with the Soviet Union. In return for precious oil supplies that the USSR appears to be drowning in, the Vanguard will send agricultural goods such as rice and wheat, alongside silk and machine parts. The USSR accepts this deal with great haste, happy to get any food to alleviate a growing famine - At home, the Vanguard creates the “人気の契約” (Ninki No Keiyaku) [Popular Contract]. This deal allows local businessmen, politicians and landowners to operate relatively independent of interference from the government, in return for regularly levied taxes in the form of agricultural goods, cash or men for the army - “Western Religions”, such as Christianity, Judaism, Islam and even Hinduism and Jainism, are expelled under the “純粋な行為” (Junsuina Koi) [Purity Act]. Churches are shuttered, foreign priests are deported, and practitioners of these faiths are given a simple choice: Renounce their beliefs, or face imprisonment - Meanwhile, as the Purity Act continues, Prince Kotohito meets with a number of Shinto priests. These priests propose the idea that machines, though made by man, are embodied with a 魂 (Tamashi) [Soul], endowed to them by their earthly creator. With assistance from the Vanguard’s propaganda machine, the new belief of 機械の魂 (Kikai No Tamashi) [Machine’s Soul] is put forward. Industrial equipment is regularly blessed by priests, and the destruction of machines is considered blasphemy - With that in mind, the Imperial Vanguard rushes to industrialize agriculture. Taking pages from Tokyo University, an edict goes forth demanding that all crops see rotation at least once every 3 years in order to keep the soil from being leeched of nutrients. Meanwhile, tractors are purchased from American companies and reverse-engineered. These 民間トラクター (Minkan Torakuta) [Civil Tractors] are owned and sold by the government to prospective farmers - The jobless and lesser off, usually cast to the side by Japanese society, are invited to work on machines and fields within the Vanguard’s territory. This helps reduce unemployment massively, and gives a kickstart to the Vanguard’s economy - A three year draft is put in place for men between the ages of 18-21. These troops are sent to basic training, and are then marched around to keep them in shape and in fighting spirit. Meanwhile, men that volunteer serve for 5 years, and are given better equipment, training and benefits upon their exit. The wealthy can avoid sending their sons to the army, but only if they are able to pay a 20% tax increase. Unsurprisingly, as it is Japan, few take that option - The 前衛飛行隊 (Zenei Hiko-Tai) [Vanguard Flying Corps] and 先鋒海軍防衛隊 (Senpo Kaigun Boei-Tai) [Vanguard Coastal Defense Corps] are formed. The former uses what little planes the Vanguard has in its stocks to conduct aerial reconnaissance and the occasional minor bombing raid, while the latter uses a large number of makeshift torpedo boats to support the two Great War era destroyers that make up the Vanguard’s navy. Pathetic in comparison to European forces, but this gives the Vanguard a significant advantage in the event of war between the Japanese polities - A deal is struck with French aeronautics company Farman. Two F.141 Super Goliath heavy bombers are purchased, and a further six are set to construction within Niigata. The F.141s are re-designated Zenei Type 1 Bombers, or Z-T1 for short. Able to carry 3,000kg of bombs, the Z-T1s could soon be the terror of Japanese skies. So long as they are able to make enough of them [img]https://i.imgur.com/cA5eQAn.png[/img] - A deal is struck between the Holy Salvation Army and Cambodia. In return for free passage of their peoples between the two countries, Cambodia agrees to assist the HSAV in their war against Bảo Đại, who threatens the peace for both of the southern polities - The Hiến Pháp Tự Do Thánh (Constitution of Holy Freedom) is ratified in Saigon. It introduces massive, sweeping reforms in regards to the treatment of religious/ethnic minorities. The Khmer, Montagnard, Hmong and many more are considered equal to the Vietnamese people. Religion is no longer a political issue, as a secular form of governance is introduced. Interracial and interreligious marriages are legalized, and anyone is given the opportunity to run for lower public offices - Taxes on the rich are raised significantly, while they are almost dropped entirely for the poor. Serfdom, as a practice, is banned, and the lands of the rich redistributed to the very poor and former serfs of Vietnam - With this new equal society, the HSAV turns to the Khmer, Hmong and Montagnards are conscripted to fight in the armed forces. There are few objections, as these groups are mixed in with the Vietnamese, and given equal treatment. When it comes to fighting, they cannot risk falling apart due to racial adversity - Political prisoners are released en-masse from the prisons of Saigon. Only the most dangerous and radical remain, but communists, nationalists and a whole host of republicans are freed. Despite their views, the Holy Salvation Army sees them as countrymen, not as dangers - A standard uniform is created, modeled after the hundreds of thousands of leftover French uniforms from the Great War. These uniforms are re-dyed to be tan-grey, and the French field cap is replaced with a hat similar to the traditional Non-la, or Rice Farmer Hat, common to southeast Asia - The Lebel Model 1886, the rifle of France during the Great War, was left in the tens of thousands in Vietnam during their evacuation. With a handful of factories, the Holy Salvation Army prepares to continue constructing the rifles. Though not exactly perfect, they do the job for conscripts and militiamen - Veterans of combat battalions in Europe during the Great War, tossed to the side by France, are recruited to act as officers and advisors to the Holy Salvation Army. Knowing the horrors of massed infantry charges into machine guns, and the effectiveness of artillery, these veterans teach important lessons to the HSAV and their new recruits - Known as the Quân Đội Của Những Ngọn Đồi (Army of the Hills), a large number of hastily organized and shabbily armed guerilla fighters harass Imperial border patrols and, on occasion, press deep into the north and raid supply dumps. Over time, these fighters could bring the frontline soldiers of Bảo Đại to their knees [img]https://i.imgur.com/HaHPlg6.png[/img] - An unlikely alliance is formed. As tensions rise throughout China, the Shangqing Tianguo signs a deal of “Defensive Peace” with the Republic of Macau. In the event of conflict, one will try, as hard as they can, to assist the other. Due to their distance, however, some doubt the alliance’s effectiveness - As the Ziyou rebels begin swarming over Taiwan, the Macanese Defense Ministry sends roughly 3,000 troops to their holdings in Taiwan. Most of these troops are levies raised from Chinese volunteers, who not only speak the language but know the terrain of the island - Patrol boats, though precious and hard to build/repair, are sent out in droves to protect the crucial sea zone between Macau and Taiwan. Foreign shipping is incredibly important to the republic, and any interference with trade could spell the doom of the tiny nation - Protectionist measures are put in place by the Macanese government to prevent overspending on foreign goods and products. The republic’s coffers are strained enough as they are, and though the aristocracy demands the ability to continue buying up bonds, stocks and manufactured materials, they find it difficult to do so with recent changes to economic policy - The German Karabiner 98k and Czech ZB vz. 26 are purchased in small quantities, and are then reproduced by Metal do Oriente manufacturing. These weapons are rebranded the Modelo 30 and Pesado Automático Modelo 30 respectively. Though nothing too shockingly modern, it gives the Macanese an edge over their neighbors [img]https://i.imgur.com/djzhpbd.png[/img] - Diplomats sent to José Laurel, in an attempt to cool tensions and seek peace between the two Filipino republics, fail to make an acceptable deal. Laurel’s motivation to kick the diplomats out comes as a shock to nobody, as both the Republic and Free Republic gear up for a showdown in Mindanao - Meanwhile, the Republic of the Philippines sees nearly total international recognition. The only nations that refuse are Spain and Mexico, who see the Philippines as a leftover of American imperialism, and nothing more - In Manila, the Court of Industrial Relations is formed to oversee and mediate disputes between factory owners and workers. Here, this bureau institutes a variety of wage and work reforms to better the lives of the Filipino worker, without completely throwing the economy for a loop. 8 hour work days and a minimum wage of 15 pesos (30¢) an hour. This enrages many bourgeois aristocrats, who begin pulling support for the government. However, the people of the Philippines rejoice, and plug the holes that the business owners left behind - Factories are subsidized with money taken from increased taxes on the rich, and money from those factories is turned around to purchase the lands of rich individuals. Instead of seizing their properties, they are purchased at a flat rate of 1500 pesos ($30) an acre. These lands, when owned by the government, are turned around and sold at a loss of 60 pesos ($1.15) per acre to poor farmers. Multiple farmers are allowed to carve up the land, and many choose to, freeing up unused properties to benefit the nation as a whole - The Filipino Young Adventurers, an organization to keep boys and girls off of the streets, is formed. This association focuses on botany, biology, survival skills and community service, in hopes of instilling a pride for their nation. The massive coal and bauxite reserves in Shanxi are considered incredibly lucrative to the British, who happily give weapons and material support in return. The main issue is moving the goods to/from India, where the convoys are regularly raided by bandits - Zhang Tianran, in a fiery speech to the public, claims the Henan and Shandong areas. “These nations belong to a pure and holy people! The Republic of China, too preoccupied with its own rebellion, pretends to care - Huge numbers of Yiguandao shrines are built throughout Shanxi, and priests that aren’t serving in the temples head east to spread the good word. When encountering communists, these priests are quickly found accidentally stabbed dozens of times in dank alleyways - Coal and bauxite mines are opened up, and the people of Shanxi pour into them. The conditions are horrid and dangerous, and dozens are killed each day, but the prospect of income and wages is too attractive to those who desire to take caution. Hundreds of tons are pulled out weekly, and shipped to the highest bidder, who happens to be the United Kingdom - After a small attempt at probing for oil, a massive field is discovered in northeastern Shanxi. With assistance from Shell Oil Company, thousands of gallons of black gold flow freely in Shanxi. Some are taken as a reserve, for the possibility of massed mechanization, while the rest is sold to Britain and France - A huge irrigation project takes place in hopes of reinvigorating the farms in the north. It goes well, somewhat, but the working conditions leave much to be desired. With a religious fury, the workers ignore the dangers, and dig massive trenches to begin growing wheat and corn fields - Chinese, always considered to be an incredibly difficult language to learn, is put to the test by scholars in Shanxi. These teachers hope to introduce a “simplified” form of Chinese, that could be used to teach foreigners and poor alike, rather than having needlessly dense lists of scripts and characters - The various militiamen and conscripts are reorganized into the “Qingguo Tianjun”, or Heavenly Host of the Pure Kingdom. These large divisions are ordered to prepare themselves for possible conflict, and are drilled heavily with the help of British advisors bought with coal money - A large fortification project begins along the northeastern borders of Shanxi. With the rebellions exploding in their neighbors, it is best that Tianran tries to dig in and hold out rather than risk a slugging match with a numerically superior neighbor. These envoys are either turned back, or refused at the door, as few desire to work with the last remnants of the Qing dynasty - A millet system, similar to that in the former Ottoman Empire, is introduced. Non-Muslim/Non-Turkic minorities are given minor autonomy and are allowed to practice freely, within reason. These groups are required, however, to obey the national laws to a T, and face harsher punishments than Hui individuals - Tibetans, however, are treated as foreign entities. Han-speaking teachers and imams are sent to “convince” the Tibetans to sinicized both culturally and linguistically. Tibetan is banned as a language, and buddhist priests are required to speak Han when giving services - Slavery is banned outright, and Tibetans/Mongols that continue the practice are hunted down and summarily executed to make a point. The former slaves rejoice, and thank the government for their freedom. They quickly move to Xining to begin the massive industrialization project - A huge industrialization project begins in Xining. Factories that produce consumer goods, alongside railways, are the main focus. Tens of thousands of civilians are conscripted to work on the project, and are paid measly wages. The money is better than nothing, obviously - Enormous fines are put in place for those who cut down trees without government permission. On the flipside, subsidies are given to those who plant and nurture the growth of new trees. Unsurprisingly, the hills of Qinghai are quickly made green within months as people rush to obey the orders - Government friendly imams are sent to mosques throughout Qinghai to spread pro-government propaganda in the form of sermons. A fusion of Han and Islamic culture is encouraged, and many mosques see a unique blend of classical Chinese and Arabic architecture - The Ma military begins moving out for massed exercises. As most of the army is on horseback, the exercises focus on elasticity and fluidity, and the ability to counteract oncoming attacks. Mobility is the number one priority for the Ma armies, and long supply chains are phased out for training troops to live off of the land - Turkic/Hui individuals, and muslim converts, are the only ones allowed to join the main force of the military. These troops are trained more rigorously and given the latest equipment, as well as a strong and reliable line of supplies. Under the command of Russian officers that answer to Kageyoshi, the PIP will not only train Shimazu soldiers, but will act as frontline troops in the event of war - In return for the leasing of the PIP to Kageyoshi, the Soviet Union is given foodstuffs from the many collectivized farms on Shikoku. Thousands of pounds of rice, wheat and corn are shipped to the USSR, which makes the eurasian giant very friendly with the Shimazu Worker’s Party - As collectivization of the farms begins, so does the nationalization of the region’s industries. For one year, these conscripts undergo the most extreme forms of training possible, which are taken from Great War handbooks of the British military, and ramped up to the maximum.
