Maroon is the Entente, made up of the remains of the old powers of Europe.
Blue is the Third Internationale, lead by the Commune of France, and it is home to the syndicalists of Europe, and potentially the world.
Grey is Mitteleuropa, the system of alliances in place made my the German Empire after the war. Most within it are direct subjects of Germany itself

Explain Montenegro's wholesale Austrian annexation partially with the fact that it was a growing hub of Serbdom with the belief that the Petrović-Njegoš would unite the South Slavs and you got yourself something more compelling!
