Get that when I try to start the game.
Things I've tried

Delete Clientregisty.blob
Restart Steam
Verify integrity of game cache
Defragment cache files

Try restarting Steam Again.
It always works for me.
Also,I'm currently ingame.
Check the task manager for any extra copies of hl2.exe running. Steam always gives me that message when TF2 crashes, and ending all copies of that process allows the game to start again.
Happens to me after an update. Generally I can validate my game files 6 or 7 times and then it works. I don't know why it happens, but the problem persists even after reinstalling windows for me.
I've all but quit TF2 because of this glitch.
