• Very small FPS spikes every few seconds

Recently, I've been having some weird FPS spikes every few seconds. What I mean by that, is that the game "stops" for some tenth of a second and then continues. It doesn't exactly prevent me from playing, but it can be a bit irritating at times. Does anyone have any idea what could be causing it? I've checked background programs and such, and installed new drivers, but to no avail. I'm also fairly sure it's not because of my specs. I get this too, it's really annoying.
To be sure it's not a background program causing it, add -high to your launch options
I have this and I've tried everything to fix this, I have a custom config (everything on low) with the perfect net settings, I have the high performance particle effects installed. I have GameBooster on which turns off like all background programmes and puts tf2 into high priority, I even close down the other extra programmes before starting up and I also have my page file and memory optimized, recently I done a disk defragement, full virus scan, and registry clean. Guess what... It still does this I have 200fps and it never drops but at every 15 seconds or so it freezes, what a slap in the face.

I used to get this until I tried chris's fps configs.
