This shit is really pissing me off, I can't play TF2 because I get this fucking error. Why can't I play?? It was doing it last night and that is about 16 hours ago now. I have restarted steam dozens of times and I still get this fucking error.

What can I do?

It happened to all of my games.
It just took a few months and it fixed itself.

It happens sometimes if the steam servers are too clogged with players trying to initialize the game. By restarting steam a few times, you have not done anything. Likely your IP is dynamic and had changed while you were restarting, allowing steam to accept you from a new IP and play the game.
