I circumvented the entire issue by installing [url=http://forums.steampowered.com/forums/showthread.php?t=2008995]this particle mod[/url] instantly

So I haven't seen the [i]actual[/i] in-game effects first hand at all

I'm going to try this. I've never had any problems FPS-wise with TF2 until this overabundance of particles happened.
