In meet the sniper, their is a FOAD sign.
In the F, it shows a man holding a sword, and a person being decapitated.
The person being decapitated also looks as if it is acting out the scout headshot animation.
I think it was a reference to the Eyelander.
This is indeed old.
It was most likely just a coincidence; however, I think that the Eyelander concept was laid out early enough that they could have intended it to be an allusion to the future update. No one knows, really.
