Nope, the levels are just there for fun. I think it was a joke Valve made directed towards MMO's
At first, leveled weapons were a glitch, and was patched. Now all the weapons you find have the same level.
As of now, the only items to have random levels are hats... beside the event hats, they have the same.

I used to have a shitload of variable-level items until the Valve purge. Then I was left with three: level 99 Backburner, level 97 Sandvich, and level 0 K.G.B.
