ummm... if you want to turn off gore, dont play. its a main part of TF2.
Here's a low violence mod. It replaces gibs and blood, and should be exactly what you're looking for.

TF2>properties>set launch options> type in -sillygibs
Although it turns gibs into a rainbow of joy, they aren't gory any more.

If you really want to remove every single trace of blood and gore, use either [URL="http://www.fpsbanana.com/skins/89389"]Shugo's Official Low Violence Patch[/URL], which has already been posted in this thread (Twice. Well, three times now, actually.), or the [URL="http://www.blaenkdenum.com/2007/12/tf2-noblood/"]Low Violence Patch[/URL], which is almost exactly the same thing as Shugo's, except it comes with an installer and an uninstaller, and doesn't have black blood.
The above two methods actually use custom skins, so they won't work on sv_pure servers. So, to keep the violence down on such servers, add "-sillygibs" to your launch options and add these four lines to your autoexec.cfg:
[CODE]violence_hblood 0
violence_hgibs 0
violence_ablood 0
violence_agibs 0[/CODE]

Also helps with FPS.
I had a friend who wanted less blood in TF2, I sent him the low violence pack. He is pleased.
