I've been skinning for a bit now and right now I'm trying to put a image on the front of the scouts shirt but when I do it either ends up on his back or his shoulder. What would be the correct placement? The blue is the shirt but the big bit of blue that looks like the front it's the back.

I don't know if you're able to put images on the front.
I've only seen them end up on the back in most mods.
It looks like the front of the shirt's UV's have been split apart where the strap comes across. The're broken apart from each other, but it looks like the scaling is about the same. You'd have to cut the image carefully and make sure it lines up by pixel, if I'm looking at this map correctly. That's probably why people don't do this much.
