I've never had the chance to experience "pure Team Fortress 2" as in without droppable items such as weapons and hats.
Why am I concerned? I've been watching Xbox 360 gameplay videos and it seems like a very different thing. I'd like to try it.
That said;
Are there any servers that have plugins to specifically prohibit the use of unlockables?
P.S.: I searched on google, didn't find anything.
Not that I know of, but I'd probably also enjoy a server like that, vanilla TF2 was great.
I've seen a few servers that have vanilla. I think FP had / has a server with vanilla, but hats weren't blocked for the reason they didn't affect gameplay, which is understandable.
If you search around there are plugins which prohibit the use of unlockables, but I'm not sure about which servers running them since I don't play on them.
Besides, gameplay turns stock everytime the items server shits up, so no worries cause that happens often.

The best part is that 90% of those "vanilla" servers are just "vanilla" because of no respawn time edits.

Because that's exactly what vanilla is. It's TF2 as it is at the current time but without any serverside mods that change it from how it is.

stock TF2 would be a more descriptive term, but even that leaves a bit of confusion.
