So it's either hope for the one in a thousand drop or you have to pay for an in-game bonus. Good bonuses too like 'Can't be headshot'

A: In the short term, no. You can only trade or craft items you have earned or found through gameplay (see Trading & Customization below).
I think Valve will eventually change it so the hat won't be a requirement for the set, at least I hope they will do.

Haven't thought about it that way, but still, the reason a lot of people hate snipers is because a lot of 'em bodyshot all the time. I'm getting the feeling this'll make things worse.

I think the no headshot thing just negates the headshot crit, not remove damage altogether.
I like the principle, but it's so poorly executed.
