He's got a pretty mediocre machine, it's a HP Compaq laptop with a 2.4 Ghz Dualcore AMD, 4GB DDR3 and a Radeon 4200 IGP. It runs, or it used to.
Lately it's ceased to be able to run TF2 at all, it will crash on the loading screen, he's deleted his .blob files, reinstalled steam, TF2, verified game integrity, defragged game files, pretty much everything that would come to our minds trying to fix it.
Any ideas?
Check if all drivers are updated
I'll ask if he did that but i'm pretty sure he did

Can you state model of your compaq and operating system?
I can run TF2 on the maximum with good FPS and I'm using a laptop
I'm getting 180 fps with highest settings :D
Umm a laptop can run any game at max if the gpu, cpu, ram are good.
I used to play TF2 pretty much fine on a laptop before too
Could be Malware or something? Run a virus scan, or if he's really desperate, reformat.
I think its related to recent updates, ever since the one in late august me and my friends can't get the HP laptops that are the only thing we can use right now without it freezing every damn second
tragic, he should kill himself
