Well today I was browsing my TF2 servers. I was like, Hmm... Turbine, fun!
I joined only to have a person say: "Sh... We're hacking!" He explained to me that there was a little server thing for that particular server that in 20 minutes of playing you could get FUCK TONS of hats. Someone even had 4 since he started playing. Am I gonna get VAC Banned?
Usually VAC won't detect that sort of thing as it's not coming from a client.

Moreover, it was probably just faked.
I don't even know how the hell it's possible to modify the drop system like that.

They are using a console command.

There's a server mod that allows you to emulate a drop message. It was likely that. Also, unless you modify your game files yourself, you cannot be VAC'd.
You CAN change the drop rates through hidden cvars and such, but I think the don't even work, I tried them and nothing happened, they most likely faked it with a serverside plugin
