Just happened to alt+tab and my stuff seemed to have the overlay to black/invisible didn't know they actually had a body strapped to them hats.

Those are elements left in the alpha map of some of the icons that Valve cut off of the visible in-game versions. They had to pose those models in Model Viewer (or whatever they use) in order to take pictures of the attachments on the characters' hats. Then they just Photoshopped around the hat.
You can also see more of the Soldier's legs in the full-size version of the Gunboats texture.

No wonder. I remember seeing them like this in the Hammer Editor, but I forgot where...
