As much as it is bad that people are getting scammed, the game provides them an incredibly easy way to see what they're getting and if they're not making use of it, tough luck.
What I think is a better idea, is in the trading screen, do the pop-up help thing pointing to what different elements are, [b]and then,[/b] offer a few brief pointers on what you should look out for.

Taking advantage of someone can still be your fault.
It might be considered just a bad trade though, something they won't address.
It seems to me that the trades Valve will consider scams, are the trades where people got less than what they agreed to.

"You scammed someone, for a free virtual hat, who had to go through two trade confirms, because you promised to paint his hat? You loose ALL your games!"
There's a difference between someone taking your hat to paint and not giving it back and someone taking your hat and giving you a scrap metal for it.
The former is obvious scamming and should be punished.
The latter is ignorance, and shouldn't be punished- you need to know what you're doing before you start trading.

Valve could just give the weapon/hat/whatever back to the guy instead of taking such a stupid move like deleting item and blocking the account.

Exactly, and obviously whether getting Bill's hat for 4 hats is a bad trade is only a matter of opinion.
I made a guy very happy by trading my Bill's hat with him, and I don't think he much regrets getting that hat.
Your trading partners obviously liked the Bill's hat enough that he considered it worth sacrificing 4 hats to get, and that is not a scam.
At worst it is a bad trade, but you never offered him more than what you gave him.
