Cant get spray to work.

For the life of me, I cant get this spray to work:

Could anyone do me the kindness of making it a spray? I tryed all 3 methods, the targa, the png, and the long TDA>VTFEDIT>etc. method. Nothing. It apears in the options files, but not in-game on any server.
