How do the item levels work?
Do you get them at level # on pick up or do they level during play? because all of my items are still default level but I have seen lots of different level items.

They fixed the random item levels bug a while back, so anything that drops now will be the default level. Items with funky levels will still keep them, though.
Still random on hats, though you can't see the level in game.
High level items are rare now.
