So noone cared to answer my question, on no server or thread.
If I'm playing fair, not idling or using programs:
How long does it take for a random drop to occur? On average?
How long does it take to get a hat?
Where do item levels come from?
Can I get all of scouts drops by doing achievements (not random drops)?
As far as I know steam hasn't published the percentage of finding items.

Except for achievements.
There has been a LOT of threads with hat drop stats. Forum search is your best friend.
You can get Scout items if you get enough achivements. (See Milestones)
The drop is 100% random, you might get the scout items after about few hours of gameplay or you might not.
