I have this error message when I am trying to join to a TF2 server.

Yea it does, as a third party mod.
Steam is downloading something.
Its quite obvious you used a GCF extractor and extracted TF2 as a third party mod hoping to get lucky, you came here for help to see if someone else tried to do the exact same thing and help you fix it.

I bought The Orange Box, Left 4 Dead, Counter-Strike: Source, Counter-Strike Anthology.
I think that's not illegal.

This problem came when I reinstalled the windows. Until the reinstallation everything worked.

Yeah, because a 3rd party mod tottally shows the developer on the last tab.
I bought it legitimately. So.
